"No" was the answer. They would 32 who the teachers were and where they came from. As long as 33 could teach and had the required level of English, it didn't matter. Thus, a new form of discrimination--this time justified because it 34 the unqualified--liberated the linguistically oppressed. But the Cambridge project did more than just that: it 35 that the needs of native and non-native teachers are extremely similar.
